Welcome
Welcome to Kids Club, Centennial Community Education’s preschool and school-age childcare program where fun and learning come together. Kids Club is a non-profit program of Centennial School District 12 serving families and students throughout the calendar year. Options include:
- Elementary Kids Club: K-5 before and after school and non-school day care
- Pre-K Kids Club: before and after preschool and non-school day care
- Summer Kids Club C.A.M.P. children entering Grades K-6; must be able to use the bathroom independently.
Kids Club’s goal is to create a caring, quality learning environment that complements your child’s school day. We have a commitment to diversity and work toward being participants in the global community and increasing awareness of diverse perspectives and ideas through:

Kids Club works in partnership with you and your child to make their stay happy, productive and safe. In order to provide the highest quality program for your child, Kids Club meets the standards for school-age childcare set by the State of Minnesota guidelines and the Department of Human Services.
Kids Club is self-supporting, operated with participant fees and adheres to the policies and procedures set forth by the Centennial School Board and the Department of Human Services.
Program Philosophy
Kids Club provides safe, stimulating, high-quality care for children. Site managers, assistants and workers operate within this framework to provide an enriching educational and recreational environment, enhancing the development of children in C.A.M.P.:

P = Physical Fitness
Kids Club staff utilizes Character Strong, a social and emotional curriculum to teach and reinforce character traits: Respect, Responsibility, Gratitude, Empathy, Perseverance, Honesty, Cooperation, Courage and Creativity.
To be successful in any Kids Club program, children must:
- Meet the age requirements and be able to participate in 50 percent of the scheduled activities
- Be able to use the bathroom independently (unless they have a medical diagnosis.)
- Follow behavior guidelines so they are not harmful to themselves or others
- Be able to participate in an environment with an overall site supervisor ratio ranging from 10–15 children per staff member
- Be comfortable self-selecting activities from an established menu of options.
If a student cannot meet these expectations, a meeting may be called to discuss future enrollment.
Programs
Kids Club School Year Program
Kids Club provides before and after school care for grades K-5 during the school year at all five elementary schools. In addition, families have the option to enroll for care on non-school days at select sites. Parents must provide transportation to and from the program.
New contracts must be completed each year/season for each child attending. Check our website at https://communityed.isd12.org/kids-club for registration information.
Pre-K Kids Club School Year Program
Morning and afternoon preschool childcare is offered for an additional charge. Children work on listening, personal and social development, language and literacy, thinking and math skills through guided play, group time, and social interaction. Activities include language arts, math, science, art, large muscle (gym/outside), dramatic play, blocks, and music. Before school enrollees have the opportunity to eat breakfast. Parents must provide transportation.

Summer Program
Children are organized into groups by similar grades. Each room environment features age-appropriate centers with games, blocks and manipulatives, arts and crafts, reading center and creative play area. Outdoor recreational experiences happen daily as well. Children go swimming, participate in onsite activities and field trips and venture out into our community on field trips. Parents must provide transportation to and from the program.
Registration
How to Enroll
Registrations are accepted on Eleyo at isd12.ce.eleyo.com through a registration window process. Please check the website, newsletters, and watch for signs posted onsite for dates. Pre-K Kids Club
Registration begins in March for the following school year.
Kids Club–School Year
Registration begins mid-April for the following school year. Registrations received after August 15 cannot start prior to Sept. 16 or two weeks after registration is received, if space allows. If Kids Club is full, your child’s remitted contract will be placed on a waiting list until a spot becomes available. Space is limited.
Kids Club–Summer C.A.M.P.
Registration begins mid-February for upcoming summer. Registrations received after mid-May (date found on our website) will be notified of a future start date, if space allows. Summer Kids Club C.A.M.P. offers a pick-your-day contract, and all days must be chosen by date indicated on our website, space is limited.
Waiting List
Families that remit a contract after the sites are full, will be contacted when space becomes available.
Contract Changes and Cancelations
PreK and K-5 Kids Club requires a written two-week advance notice for contract changes. Changes must be in place for a minimum of two (2) consecutive weeks in order to qualify. Remit contract changes via Eleyo or by email (kidsclub@isd12.org). Voicemails, verbal instructions to staff or telephone conversations are not acceptable means of notification. Be advised that lack of attendance is not acceptable notice, and tuition will continue to be assessed until proper notification is received.
You are responsible for all charges incurred within the two-week notice date. A $25 charge will be assessed for each contract change. There is no fee to cancel your contract.
School year contracts cannot be changed or canceled between August 15 and October 1, 2024. If after that time, there is space available we will accept contract changes.
Summer contracts cannot be changed. As of May 12, families are locked into the days they choose.
Kids Club reserves the right to terminate care for the following:
1. Non-payment and/or lack of adherence to payment policies.
2. Lack of cooperation from parents to resolve differences or meet a child’s particular needs.
Attendance
Late Pickup
A late pickup fee of $10 per each five-minute increment past 6:00 pm will be added to statements. A pattern of late pickup may result in termination of care. If the child is not picked up by 6:30 pm and we are unable to reach an emergency contact, the police will be contacted.
Absence Procedures
Parents must contact the Kids Club site directly when a child will not be attending Kids Club or PreK Kids Club on a regularly scheduled day, by 3:00pm by emailing or calling the Kids Club site directly, or writing a note in the notebook next to the attendance iPad. There is no reduction in tuition related to absences due to illness, family vacations less than two full weeks in duration, inclement weather, and delays or closures due to emergencies, or child’s suspension status. If you routinely fail to notify the site of your child’s absence, you may be assessed a $15 “Finders” fee or asked to release Kids Club from liability.
Note: School staff do not notify Kids Club if a child leaves early or is absent; it is the parent’s responsibility.
Inclement Weather Policy
- If school is closed: Pre-K and Elementary Kids Club are closed.
- If school closes after the school day starts: Kids Club will not reopen after school. Preschool students need to be picked up at the end of their day, by 4:00 or at the time indicated.
- If school is starting two hours late due to weather conditions, Pre-K and Elementary Kids Club will open at 8:30 am.
- If school is closed after Kids Club is open, all students need to be picked up immediately or within two hour.
Payments, Credits and Billing
By submitting an online contract, you bear full responsibility for payment of the child’s account, regardless of child care assistance status, child support agreements, legal family arrangements or third party agreements.
Pre-K and Elementary Kids Club follow a strict rule of “one child, one bill.” If an account is suspended due to lack of sufficient payment, neither parent will be able to register for future Kids Club, Preschool services or ISD 12 Community Ed classes until the delinquent account is paid in full.
Billing discrepancies must be brought to the attention of Kids Club within 14 days.

1. Credit Card Payments
From your emailed invoice, you will be able to make a payment by clicking “Pay your bill online”. A secure website will open allowing you to use your electronic payment form to make a payment or log onto your Eleyo account.
2. Cash or Check Payment
Mail or drop off at Community Education Office, 4707 North Road, Circle Pines, MN 55014. Tuition payments will not be accepted on site. You may utilize the drop box located in front of the visitor parking spots at the district administrative offices (up the ramp on the brown door).
Financial Assistance
Kids Club accepts County Assistance. Families must provide a written verification from the financial agency prior to the use of Kids Club. Ultimately, the family is still responsible for all child care expenses incurred.
Late Payments
Contracts are used to determine attendance and generate bills for service. Fees are paid monthly and are due by the 1st of each month (Summer of 2024 they are due by the 15th of each month). Accounts not paid in full will receive a $20 late fee assessed on the 2nd. If your account is not paid in full by the 10th of the month, your child care contract will be suspended.
Pre-K and K-5 Kids Club reserves the right to discontinue or limit service due to failure to meet payment obligations as defined by the contract.
Accounts in default are placed with a collection agency. Clients with defaulted accounts incur all costs related to collections, including legal fees.
Tax Statements
Tax statements can be found in your Eleyo account under Account Management. Families with a student in Kids Club and Pre-K Kids Club will have two separate statements.
Returned Checks
Checks returned unpaid will be recovered electronically by PayTekk Solutions along with a state allowed recovery fee. After two NSFs, fees must be paid with cash, credit card or money order.
Safety
Staff undergo yearly in-service on safety and emergency procedures training. All staff follow the District’s emergency plan regarding fire drills, tornadoes, bomb threats, school closings, etc. Kids Club staff and students practice drills quarterly.
Reporting Suspected Child Abuse
Kids Club acts in accordance with Minnesota State Law, which requires staff working professionally with children to report suspected child abuse, physical abuse, sexual abuse and neglect to the local child protection agency or police. Kids Club must immediately report suspected cases committed by a parent, guardian or other person responsible for the child’s care. A report must also be made to Anoka County Child Protection Services if a professional has a reason to believe a pregnant woman has used a controlled substance for non-medical purposes.
Sexual Harassment/Violence
Sexual harassment and sexual violence are forms of discrimination violating federal and state law. Centennial maintains a learning and working environment free from such behavior, which is prohibited. It is a violation of district policy for any student or employee to sexually harass or be sexually violent through any verbal or physical action as defined by the district’s policy. The district investigates all complaints (formal/informal, verbal/written) and disciplines students or staff who harass and/or are violent.
Zero Tolerance Weapons Policy
Kids Club students and staff are forbidden to knowingly or voluntarily possess any instrument that is considered a weapon. The school district takes a position of zero tolerance on weapons.
Health and Wellness
Students must be well enough to attend/participate in all activities, including outside play to attend. Kids Club follows the school district and Minnesota Department of Health (MDH) guidelines for absences and length of time required to be absent from childcare.
Accidents
Parents/guardians will be informed by telephone or in person of accidents involving their child while attending Kids Club. Children are encouraged to tell a staff member immediately if they are hurt or experiencing discomfort. If a child incurs a minor injury, staff will administer basic first aid. If a child incurs an injury which may require further medical attention, staff will contact the parent/guardian immediately so that the child may receive necessary medical treatment and complete an injury/incident report. In an emergency when immediate medical attention is needed, or an incident is perceived by staff to be life-threatening, staff will call 911 and then immediately contact the parent/guardian. When the ambulance arrives, emergency personnel will determine the appropriate course of action. If the child requires medical treatment, they will be taken to the nearest medical facility. The parent/guardian will be responsible for all the medical charges.
- Kids Club staff will take whatever emergency measures are deemed necessary for the care and protection of all children while under their supervision. In a life-threatening emergency, 911 will be called first. Any expenses incurred as a result will be the responsibility of the child’s family.
- Kids Club does not carry accident or health insurance for the children. Parents are responsible for the insurance and health coverage of their children.
Medications
Kids Club will only administer prescription medications with doctor’s orders and parent signature. The first dose of any new medication must be given by the parent due to possible adverse reactions. Parents should advise that, if possible, medications should be given at home. When it becomes necessary for medication to be taken by children during Kids Club hours, please contact your child’s site manager. Prescription medications must be in its original pharmacy container with the child’s first and last name and date (not expired). Over the counter medications must be in the box with the child’s first and last name. Pill form must be counted, and liquids must be new. Copies of the doctor’s orders from the school health office or faxed authorization from the doctor are acceptable. Kids Club staff will not transport medications from site to site. (This includes an NSD site.) Preschool will use the school nurse, if available. When applicable, families should supply Kids Club Staff with medications to be stored at Kids Club in addition to the school nurse when applicable.
Administration of Medication
In order to administer medications, Kids Club will need:
- Kids Club must have a medication release form signed by a medical provider and the parent in order to administer prescription medications, along with a signed form letting parents know Kids Club staff are not health professionals.
- Prescription medication must be sent to Kids Club in their original prescription bottle, labeled with the child’s first and last name and dosage. Medications cannot be expired. Pills must be cut and counted at home.
- Non prescription medications must be in their original packaging (bottle and box), labeled with the child’s first and last name. Liquids need to come sealed.
- Medications will only be administered following the medical providers orders showing dosage and timelines, including over-the-counter medications.
- Children may not transport or store medication in or with their belongings, unless it is approved by the Program Coordinator.
General Information
Children are supervised at all times while at Kids Club. Program-wide staff to child ratios are Kids Club 1:15; Pre-K Kids Club 1:10.
Breakfast/Afternoon Snack
During the school year children may choose to eat breakfast provided through Centennial Nutrition Services or bring their own from home.Through state funding, all students receive one free breakfast. Students will use their barcode to purchase their breakfasts. Kids Club provides an after school snack.
During the summer and on Non-School Days, Kids Club will provide a morning snack (breakfast) to those in attendance by 8:30am.
Movies
Kids Club shows G and PG-rated movies on occasion. If you have a concern, please talk to the Site Manager.
Outside Play
All children will spend a portion of most days outside. Please provide appropriate clothing for the weather. Label all items with your child’s name. Kids Club is not responsible for missing items. Children need to wear tennis shoes to play on playground equipment.
Personal Time
During non-school days and in the summer, there is personal time set aside for each grade. This usually happens around mid-day. Personal time activities can include books, puzzles, bead work, weaving, games, other individual projects, or on occasion, an age-appropriate video. Children are not required to lie down or sleep, but can if they wish.
Personal Items (clothing and toys)
Kids Club is not responsible for items lost or stolen. All coats, backpacks, etc., should be labeled. Toys should be kept at home.
Transportation
Parents are responsible for transporting children to and from Kids Club. By agreeing to the terms and conditions, you hereby agree to release ISD 12, its representatives and/or employees from liability for any injury to your child while attending any and all Kids Club activities, including travel to and from (including walking off site) activities, excepting injury or damage resulting from willful acts of such representatives and/or employees.
Media
There are occasions when representatives of District 12 and/or the media photograph or videotape students while attending/participating in school-sponsored functions. Parent/guardians not wanting their child to be identified in photographs or on videotape, must notify, in writing, the Community Education office each registration period.
Positive Behavior Interventions and Supports
Kids Club staff follow Positive Behavioral Interventions and Supports (PBIS) in partnership with the schools. Kids Club begins with a basic acceptance of each child as a valuable member of society, to be treated with dignity and respect. Appropriate expectations are set, and an environment is structured to allow each child to succeed. Kids Club uses encouragement, positive reinforcement and redirection.
Pre-K Kids Club follows pyramid model–a social and emotional support framework to teach skills in Preschool.
The goal in guiding behavior is to help children develop positive self images, interact positively with others and learn self control.
Kids Club staff have adopted five basic rules to foster a safe, friendly environment:
- Use hands, feet, objects, in a friendly and safe way
- Follow directions
- Speak respectfully
- Be respectful of others and self
- Act safely with yourself and others
Parents may be asked to assist in developing the plan and to communicate regularly with Kids Club staff about the child’s progress.
Occasionally, a child may need to be separated from the group in order to aid them in regaining control of their emotions or when the child is endangering themselves or others. A separated child will be in continuous sight and hearing of staff. Any separations will be documented by staff, and parents will be notified.
Children who exhibit persistent unacceptable behavior may have restrictions placed on them regarding attendance on field trips and special events, and will not be reimbursed for charges.
Vandalism of School Property
Students who damage or vandalize property shall repair it if possible. If necessary, they shall pay a designated sum to cover the cost of the damage. Deliberate destruction is not tolerated. Students strongly suspected of participating in vandalism will have a parent notified. Parents will make restitution for damage and/or loss of school property. In the event of non-cooperation, charges will be filed with appropriate authorities.
Removal from Program (Suspension and Dismissal)
Under certain circumstances, parents may be asked to remove their child from Kids Club. These include:
- Physical or verbal threats directed at staff/students.
- Unsafe behavior or actions directed at self or others
- The parent refuses to follow Kids Club policies described in the handbook and contract for services, which is signed by the parent(s) when registering.
- The child is unable to safely participate in Kids Club activities.
The procedure that will be followed is:
- Immediate separation from the group if exhibiting unsafe behavior.
- Parent will be called/notified
- If behavior continues or is violent, the parent will be called to come and remove the child, within 30 minutes. If the behavior is of a violent nature and the parent cannot be reached, the appropriate authorities will be called.
- Taking a break from the program for a day or multiple days will be determined by the site manager/coordinator, and multiple suspensions could result in removal from the program. Tuition will not be reimbursed.

Kids Club site managers and assistant site managers can answer most other parent questions.
Parents should keep Kids Club informed of changes that occur (i.e. emergency person, work phone numbers, addresses, family situation changes, pick-up authorizations, etc.). These updates can be done through your Eleyo account.
Parent Input
Kids Club welcomes comments and suggestions to improve the quality of care. When areas of concern arise, the matter should be brought to the site manager who will attempt to work through the problem. If this does not solve the problem, please contact a coordinator. Watch your email during the school year for a fall and spring survey. Summer surveys will be emailed out in August.

Kids Club sends out a monthly newsletter during the school year and a weekly newsletter during the summer containing programming information.

Code of Conduct
Kids Club has adopted the following parent/guardian code of conduct to strive for a supportive and safe environment for all children, families, and staff.
- I will speak respectfully and calmly with all Kids Club site staff and office staff.
- I am aware that Kids club staff are mandated reporters of suspected child abuse and/or neglect under Minnesota State Law and are required to report suspected cases of abuse.
- I will refrain from using harsh or threatening verbal or physical forms of discipline with my child while in the program space. I will not attempt to discipline any children other than my own. I understand that staff will address these issues.
- I will communicate my concerns through the proper channels and in a respectful manner. I will have discussions about concerns or situations with staff in a private area, away from children. When staff are in ratio with children, I know they are available for a scheduled conference.
- I am aware that staff will request that another individual pick up the child/ren, if they observe that I am impaired due to the use of drugs and/or alcohol. In the event that the choice is made to drive from site with the child, after staff makes this request, the police will be contacted.
- I understand that staff are instructed to disengage from interaction, when they feel threatened and verbal or physical harassment is being experienced. Verbal harassment may include: disrespect of staff, any harsh or threatening language being used such as swearing or yelling.
- I understand if I engage in sexual advances towards staff, such as comments about their personal appearance, lewd comments of any kind, or inappropriate physical contact with staff, it could lead up to and/or may include immediate termination of care from the program.
- I know that staff are unable to disclose information about other children or their families due to the data privacy policy.
Any violations of the above code of conduct may result in having to have someone else pick up and/or drop off my child/ren or may lead up to and/or include immediate termination of care from the Kids Club program.
I agree to share this code of conduct with all authorized parties who may pick up and/or drop off my child/ren at the Kids Club program.
Terms and Conditions of the Kids Club/Pre-K Kids Club Contract (School Year 20245-25)
Monthly invoices are emailed to the account holder and then reside in family Eleyo accounts. Full payment is due the 1st of each month for care occurring that month. Example: September's fees, billed in August, are due
September 1. Late fees will be assessed on the 2nd, and suspension for nonpayment will occur on the 10th.
• Accounts that have been suspended due to nonpayment will need to notify kidsclub@isd12.org when payment is made. Contracts will then be reinstated 2 childcare days after payment is received.
• Past due accounts may result in possible referral to a collection agency. Families sent to collections can no
longer utilize Community Education programs until their account has been paid in full and will be required to sign up for auto-payment.
• Failure to pay your invoice by the 1st of the month for two consecutive months will result in the family needing to sign up for auto-pay.
• If the child attends in addition to their contracted time, parents/guardians will be charged Drop-In rates for those additional services.
• Parents/guardians are responsible for payment of all tuition and fees regardless of whether their child is in
attendance on their contracted and/or scheduled days. There is no reduction in tuition related to absences due to illness, appointments, snow days, and delays or closures due to emergencies, inclement weather, or child’s
suspension status.
• A $25 contract change fee applies each time a contract change is made. A full two-week written notice is
required for contract changes or cancellation. Verbal messages, verbal instruction to Kids Club staff and/or
telephone conversations discussing changes are not acceptable forms of notification.
• Contract changes must be for a minimum of two consecutive weeks in duration.
• Lack of attendance is not acceptable notice, and tuition will continue to be assessed until written notification is
received.
• Authorized people who pick up their child(ren) outside of Kids Club established hours will be assessed late pick-up charges at a rate of $10 for every five minutes or portion of five minutes.
• Monthly invoices include a summary of all recent account activity.
• Billing discrepancies must be brought to the attention of Kids Club within 30 days.
• There are occasions when representatives of ISD 12 and/or the media photograph or videotape students while attending/participating in school sponsored functions. Parents/guardians not wanting their child to be identified in photographs or on videotape should notify, in writing, the Community Education Office.
• Kids Club staff will take whatever emergency measures are deemed necessary for the care and protection of all children while under their supervision. In a life-threatening emergency, 911 will be called first. Any expenses
incurred as a result will be the responsibility of the parents/guardians.
• Kids Club does not carry accident or health insurance for children. Parents are responsible for the insurance and health coverage of their children.
• Kids Club staff will have access to Individual Education Plans (IEP) and 504 plans written by ISD #12.
• Parents/guardians of the Kids Club participant hereby agree to release ISD #12, its representatives and/or
employees, from liability for any injury to their KC participant while attending the activity, including travel to and
from activities, excepting injuries or damages resulting from the willful acts of such representatives and/or
employees. This includes walking field trips.
• By submitting this online contract, this parent/guardian bears full responsibility for payment of the child’s account, regardless of child care assistance status, child support agreements, legal family arrangements, or third party agreements.
• Families agree to follow the district's illness policy.
• The person who completed this contract, whether parent or guardian, shall be responsible for all of the above.
Kids Club School Year 2024-25 Billing Agreement
Full payment for the 2024-25 school year is due the 1st each month, for care occurring that month.
For example:
- Full payment for September, billed in August, is due September 1
- Full payment for October, billed in September, is due October 1...etc.
- Full payment for May and June, billed in May, are due May 1
A $20 late fee will be assessed on the 2nd, and if balance remains unpaid, suspension from Kids Club will occur on the 10th.
